European Coursing Championship of 2012

Dear friends,
We, as the organisers of the European Coursing Championship of 2012, feel responsible to inform you about the regrettable situation of the MEOE that was induced by the alternation of the legal circumstances in Hungary, and about the putative and substantive effects this alternation has on the event that we organise.
The government of Hungary has made the Parliament accept a regulation according to which after 15 May 2012, only the state-recognized so-called „Acknowledged Breeding Organisations” (Elismert Tenyésztő Szervezet, ETSZ) and their alliance, the MESZSZ can issue pedigrees or any sort of certificate of origin, qualify brood bitches and stud dogs, or pursue any activities in connection with dog breeding.
The MEOE -however it is a legal operating, registered statutory association in Hungary – is an organisation not recongnized by the state yet, thus if it pursues activities in connection with pedigrees or breeding after 15 May 2012, it will be considered violation of law according to the regulations in effect, and will result in the obligation of paying an enormous fine which would hinder the operation of the organisation.
The present legal circumstances are disadvantageous especially for the dog breeders, because the dogs bred by them will have pedigrees issued and recognized only by the state.
As the FCI recognizes only the MEOE in Hungary, the pedigrees issued by the ETSZ or the MESZSZ will not be accepted by the FCI. The pedigrees given out this way will be completely invalid for international cynology. This is very sorrowful.
However, the regulations in effect does not in any way concern the organising of dog shows or the sports event held by the MEOE or its member clubs such as the HAK. According to the law in effect about animal breeding, anyone, including the MEOE can organise dog shows without the consent of the ETSZ.
The law does not mention sports events at all, including coursing and track races organised for sighthounds, it does not formulate any restrictions concerning them, so organising them is not an infringement.
According to the above mentioned, the European Coursing Championship will be organised and conducted without any problem, registration of further teams from the participating countries is still very welcome.
Besides, we truly hope that a solution will be found for this situation which is obviously disadvantageous for the dog breeding under the aegis of the FCI, and the MEOE will continue its civil activities dating back to almost two centuries.
